Lloyd Bannings is back in his home town, having reunited with his brother's footsteps and joining an organization called the Crossbell Police Department. In the end, he's assigned to a ragtag new section, called"the Special Support Section, which has odd tasks and aids individuals in need. His team quickly come across the dark side their city, as well as some terrible secrets.

Crossbell was the location of a constant territorial struggle in the Republic of Calvard and the Erebonian Emperor. Crossbell has evolved into a vibrant city state that is among the most important economic centres throughout the continent.
Lloyd Bannings, who spent three years in exile from the town of Crossbell, comes back to his hometown to carry on the legacy of his brother and to join the Crossbell Police Department. When he finally arrives, he finds he's been transferred to the Special Support Section, a department which is new and handles the odd and small requests. They meet his new colleagues that include Elie MacDowell, the granddaughter of the city's mayor; Randy Orlando, a womanizing ex-soldier and Tio Plato, who is a young techno-savant.
Even though their organization is mocked by the media and looked down on by the rest of CPD, Lloyd and his friends continue to fight for their city to become one that is better. When they are doing this, however they are slowly confronted with the criminal corruption that has taken over their town. They aren't aware of how wide the shadows of Crossbell City reach...
